Good catch, I forgot about the Legendary Crate. I don't recall ever seeing a Legacy offered by Goranthan.

I've heard TL 130 is best but I'm not certain of that. And if the scarcity of drops wasn't bad enough there's also no guarantee that salvaging a Legacy...

Salvaging Legacy gear dropped from kills or Celestial Crates is the only way I know. You can buy a C crate from Ruby for 200 gems but they only have 1-3...
