Good catch, I forgot about the Legendary Crate. I don't recall ever seeing a Legacy offered by Goranthan. -
I've heard TL 130 is best but I'm not certain of that. And if the scarcity of drops wasn't bad enough there's also no guarantee that salvaging a Legacy... -
Salvaging Legacy gear dropped from kills or Celestial Crates is the only way I know. You can buy a C crate from Ruby for 200 gems but they only have 1-3...
