Helm of frozen flames

I purchased the recipe for the new helmet and crafted it. Can't this new helmet be used in the Dressing Room as a skin for another helmet?
I tried closing and reopening the game. It still doesn't appear.

Maybe all it's good for, too. I got it, put it on, regalia everything else, and it was pretty cool, different effect, pretty powerful. I upgraded skills, took a break, and now it doesn't really do anything, the visual effect is gone and feels weaker than any other helm I put on. did level 80 trial burned through it, I was excited. Just tried again and it took over 5 minutes. let down.
