Pursuit of the Forth Sigil issue

Crafted the new boots, but no matter what skill I put in the second primary attack slot, when I use it, it's casting the skill that is in the #2 ability slot, and the skill in the #2 primary attack slot is completely unusable.

I'm playing on PC. Anyone else having this problem?
