Long story short, haste impacts too many of the currently important game meta. How about the following change to alacrity to break this dependency.
Alacrity: chance to reduce an active skill cooldown by 5 seconds when an active skill is triggered. The chance can be based on the current curve where it goes upto from 5-30% at 1500 AR.
Or maybe even improve the trigger chance (40% at 2000 AR) or alacrity effect (7sec instead of 5).
