Three gameplay domains:
Offensive:
Critical hits on normal attacks
Critical hits from skills that replace normal attacks (RF, WW, Devastate), Singularity will NOT trigger this since it doesn't replace normal attacks
Defensive:
Dodge, Parry, Block
Skills:
Active Skill Casting
Is there a limit to how many times this can proc per second?
Of course there is. A maximum of 10 HEIGHTEN AWARENESS checks can be performed per second from ALL SOURCES.

Support build variety by democratizing the ways to trigger Skill CD reduction beyond AR.
This is high fantasy, logic usually doesn't apply here.. but let me lay the ground works on why HEIGHTEN AWARENESS fits thematically.
Critical hits are those perfectly timed strikes that rend chunks of flesh from your enemy. When you land one of those lucky shots, your heart pounds and blood courses through your bulged veins. Adrenaline feeds into every part of your body, your senses heighten and tingles, time slows down, you are IN DA ZONE. Of course you should be slings skills/spells faster while under this delirious state .
Dodge, Parry, Block are like escaping from the certain deathblow. Similar to that blood lust state landing lucky strikes will grant you, seeing danger lurking in every corner also HEIGHTENS your senses. Your nerves are stretched to their limits but you are fighting like DA SPIDERMAN.
Casting skills is the culmination of releasing all that pent up energy into one glorious show of power. You feel spent right after.... ok maybe thematically this makes no sense. But what the heck we need to democratize this centrally important game meta so casting skill also counts!
