Two warrior passives grant flurry passive as part of the latest patch. The passive is only helpful if one uses devastate or deadly throw. Instead, I propose the following.
lightning reflex -> successful parries increase a flurry counter where once it reaches the max stack, 10, next parry will trigger a reprisal attack called Riposte. This attack has a base damage of 3000% weapon damage, always crit, causes bleed damage equal to the critical chance over 6 seconds. Basically a weaker version of snipe that is single target.
duelist -> critical hits enables an Overwhelming Critical counter, increasing critical damage 20% per counter to a max stack of 10. Devastate/Deadly Throw uses up the stack for 10% per stack increase in damage. At full stack, Devastate/Deadly Throw doubles base damage and +400% to CD. So overwhelming critical acts as a CD buff to every attack warrior uses. Devastate and deadly throw works like a finishing move that uses the stack to boost the skill attack power further. For those that choose not to use these two finishing moves, at least the CD buff from OC can benefit them.
