Allow Celestial Orb to raise effect on Bracers of Mastery

I completely agree. That bracer has really put me off. Typical RNG is bad enough but the bracer is ridiculous. Especially since it costs 100 glory PER class to just unlock it. Bleh.

Since the devs have said that they believe the incredible increase of RNG in crafting the Bracers if Mastery is working as intended, they need to allow Celestial Orbs to raise the special effect %, or they need to create another crafted enchant/item which may be used multiple times to raise the effect %. The RNG in that bracer is outrageous.
