Allow CT'ing a celestial item to bind it to a different hero

The trouble is once you Celestial-ise an object, you have in fact signed it's death warrant....no longer can you shuffle that say perfect trinket about... think it's a way to stop perfect gear dominating multiple classes (and to keep you playing/paying), also end game would be attained pretty soon for the vets, with the field levelled the only difference would then be mainly hardware and then skills!?...It would probably help new players more but would also cut down the graft/effort/time/money required to get to such a point where the vets are..It's a head scratcher for sure...Double edged sword may I say!

It's a problem coming back several times (just read the many forum, reddit and discord complaints), being stuck with items (on purpose of accidentally) bound to the wrong hero.

A very simple fix is just allowing a second CT to work on an item that's already celestialised, to bind it again, but this time to a new hero...

I don't get why it doesn't already work like that.
