The issue is that not all the Unique items show their bonus effect in Liana's store. Here is an example:
Where there is no indication of a item specific special effect but that effect is clearly shown at Ingrid's:
Where the "Each time your deal damage you have a chance to heal for 5% of your max life. It can happen about 30 times per minute." effect is shown.
The incomplete item descriptions at Liana's seem to all be the Unique items that are also Set items.
A new player that does not yet have other hero classes unlocked would be unaware of the unique specific effect of these items until they have a hero of the class that can equip the items.
