Here's a thought: add a "super" gem (color TBD) that drops at the same rate as legendary gear. The new gem would equal a set number of regular gems or gemstones, based on story mode difficulty or trial.
This is what I was thinking:
Story Mode:
Normal: 10 gems
Heroic: 25 or 30 gems
Legendary: 1 gemstone packet
Trials: same as Heroic
The "kicker" to this new super gem: players cannot pickup; it gets added to inventory during end of level "flyover". So, if a level is abandoned, bye bye super gem
