They do. They can be shared between heroes via the Stash, and they level up or down according to the Level of the hero using them at the time.

You need to level your hero enough to have access to the stash, then you can share equipment between them.

To clarify, the specific Hero must have completed Story Map 4: Road to Anderra - in order to access the shared Stash, it's not related to the Hero's level.
