do you have "Grand Magister's Command set" equip as your weapon ?

shatter is special abillity for GMC set weapon

I have Frost Bolt as my main attack. I have Frost Nova hitting 20 or 30 enemies. The enemies are frozen wherever FN hits but nowhere else. With a bunch of enemies frozen I hit Immolate. Then, nothing. I check the damage logs, no shatter shown.

did you equip "frost bolt" as your 1st or 2nd attack ?

in order to get shatter across the mini map, you'll need the "Northen Wind" to up

with frost bolt equip as your 1st or 2nd attack, it will guarantee you with 100% northen wind up whenever you cast frostnova.
then you can cast immolate or Death from above in order to trigger shatter.

and whenever you cast frostnova, it must hit at least 1 enemy in order to make it work

I must be missing something. I use Frost Nova to freeze the enemy then Immolate to cause shatter and nothing happens. I've read and watched videos. Sorry, but I don't get it.
