"Flames of Rebellion" quest

I have looked for any reference to this quest but have found nothing. I'm wondering if I'm the only one with this issue!
I have not been able to finish the quest because I can't find the correct zone. I clicked the "make quest active" box to try to have it show up, but that has no effect.
To make it worse, I somehow now have TWO open quests for the same Flames of Rebellion and neither work. Lol.
Could one of you tell me which zone this thing is in so I can try to clear these quests?
I've been searching for weeks.
I wish there were a "delete quest" feature so I could just start over.

Kristi Naylor Simpson, the Flames of Rebellion is completed on level 45, The Highroad in Act IV, Demeter. First time around you need to use the hero who initiated the level. You also need to accept the quest from both Alarion and Ingrid.

Once the quest is accepted you first need to talk to the Town Crier at the very beginning of the level, then click on 10 doors as you work your way through the village, then talk with Mayor Sands. Kill your way to the end. That should allow you to complete the quest once you return to the village. Talk to Alarion by selecting the highlighted The Highroad question mark, then after Alarion go talk to Ingrid, again by selecting the highlighted question mark. Give that a try.

I have nothing to add, other than I'm reminded of a cringeworthy sticking point in my early adventure gaming days. The original King's Quest...I played, played, replayed, etc...finally got frustrated beyond computer destruction...but first managed to type "Look at door." (Maybe it was "Read.")
