Question about Cosmetic Points

Does anyone know if cosmetic points are character-bound or item-bound? For example, if I choose an aura and apply it to a weapon, will this aura be available to another weapon if I decide to change and use another weapon later on?

Account wide, can be used/applied on all characters. When you change an item that has been modified you have to go back to the dressing room and add the skin/effect again.
