Just create 3 perfect epic rings (at least one has to be different to introduce the 4th stat) and fuse them to form a perfect legendary ring.
I made the mistake of correlating fusion rating to quantity of raw stats, which is not the case. It's best to socket only the same type of gem until Epic tier, which results in quadruple the stats.

3 Rare Power rings socketed with Power gems -> 1 Epic Power ring (great)
If you create 2 epics with different stats in this manner, and fuse it with a 3rd epic that is a hybrid of 2 stats, it results in a much more powerful ring.
