Recovery is missing from sapphire stone and recovery is not registering correctly on my character.

This is not a bug, but a difference in stats. Your main char most likely have Life On Hit from Champion points allocations or from gear, the StL char does not. Haste increases only Attack Speed, if you don't have Life On Hit, then there is no increase in Recovery.

No, if you look at the pic, the sapphire stone was damage only, no recovery (like when we play Gone Rogue). It seems to have fixed itself, now it shows both damage and recovery... see new pic.

You've changed your gear since the original post, check your Hero's Details, you'll see that you have Life on Hit now - so, Haste will also increase Recovery.

This is my main, with gear & CP allocation, I have 2502 Life on Hit - so Sapphire will also increase Recovery:


But if I removed all my gear and reset CP points, so no more Life on Hit - now no Recovery from Sapphire:


So, yeah, still not a bug, but a result of your Hero's stats.
