ANB Discounts

I was wondering out of curiosity why most hero development gem costs are discounted during ANB, but some are not. Mainly, unlocking ability research upgrade slots. Makes sense to me that would also be discounted.

There is one thing i want to be on the discount and that is cosmetic gems. I just want my hero to look good even if 90% percent of the skins in the game are atrocious especially those warriors boots.
