Gear Glitch?

So, I went and used a cube to make some ephemeral boots and it seriously gave me 173.4% increase in movement speed. Has anyone seen this before? I know they will only last until the event is going but man is that nice for a warrior. Also if I use a celestial orb on and set item will it make it legendary (orange) or stay purple?
