How to get more than 46 stack frostbeam ?

sorry to ask noob question
so i watch anba video on youtube and see his frostfire beam stack up to 53...
when i used my frostfire beam its only stack until 46 and won't pass 46...

so how to do it ? or am i doing something wrong here ?

Is it Attack speed?



Edit: it is attack speed, I started cranking down my AS via haste and my max number went down a little each time. Looks like it is 10x Attack Speed.

I get upto 59 stacks on frostbeam. That is with 5.8 haste and 5% arcane lightning stacks.
