Hot off the presses:

• Investigate the trial loot RNG repeating issue.
• Fixed: Localizations in Russian are crashing the game.
• Fixed: Trinkets should be at least Uncommon quality since they don’t roll any other stats.
• Investigated and fixed exploits.
• Balance: Scale trinkets gear effects with item quality, lower quality items now give less of an effect.

Could we have a reasoning behind the trinket quality nerf?

I agree. It makes no sense. You can craft an IM cape with the same bonus on epic as there is on legendary. Why would trinkets be different?
