So just got a cape of ancestral with only 1 socket. Is this normal? (Blue one)

I think that's normal - 1 for Uncommon & Rare, 2 for Epic and 3 for Legendary

The number of sockets depends on the item level, not the quality. I don’t remember the thresholds…
